California PE and architect license renewal: what firms need to track

Engineers: the California PE license renewal and CE page has the next deadline, every CE rule with its source, and what changed recently.

A firm with California engineers or architects tracks three kinds of dates: each person’s license expiration, each person’s CE cycle, and the firm’s own filings. Engineers answer to the Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG). Architects answer to the California Architects Board (CAB). California is unusual on the engineering side: there are no PDH hours, so the work is mostly dates, the new Renewal Assessment and the Organization Record.

PE license renewal in California

A California PE license is valid for two years from its assigned renewal date. The board staggers renewals by quarter, so two engineers in the same office can renew months apart. Read each engineer’s date from the board’s license lookup, not from an old spreadsheet.

License numbers: keep the branch letters, such as C (civil), M (mechanical), E (electrical), CH (chemical), TR (traffic) or GE (geotechnical). You’ll see them written “C 12345”, “C-12345” or “RCE 12345”. That’s how SealBench reads numbers on an imported roster, not a board rule.

PE continuing education (PDH) and the Renewal Assessment

• Hours: None. The Professional Engineers Act has no continuing education section.
• Renewal Assessment: for licenses that expire and renew after June 30, 2026, each renewal needs a free online assessment on the PE Act and board rules. The board says it takes under an hour. Finish it within 60 days after the license expiration date (Bus. & Prof. Code 6795.2).
• If it’s late: missing the assessment can lead to discipline, but it doesn’t block the renewal itself. You can renew before finishing it.
• How often: once every two years per license discipline.
• New licensees: our rule table found no first-renewal exemption from the assessment. Ask the board if this matters to you.
• Reporting: there’s no CE report and no CE audit. The assessment is taken in BPELSG Connect, and the board tracks who finished it.

Architect license renewal and CE in California

The architect rules on this page come from our rule tables and haven’t been checked against the architecture board’s rules yet. Check with the board before you rely on them.

Architect licenses renew every two years. When yours expires depends on when it was issued:

• Licenses issued before January 1, 2025: expire on the last day of the architect’s birth month, every two years.
• Newer licenses: expire two years from the last day of the month the license was issued (B&P 5600).
• Notices: the board sends a renewal notice about 90 days before expiration.

Check each architect’s date on the CAB license lookup. CE rules for each two-year cycle:

• Hours: 10 hours per cycle, and the cycle ends on the license expiration date. If the license has expired, the hours must fall within the 24 months before the renewal date.
• Disability access: 5 hours each cycle.
• Zero net carbon design: 5 hours each cycle.
• No general HSW rule: the 10 hours are the two topics. California doesn’t add a separate HSW hour count.
• Carryover: none found. Courses must fall within the cycle.
• New licensees: no exemption. The board says new architects complete the CE at their first renewal, however long they’ve held the license, with no waiver or extension.
• Reporting: the architect certifies completion on the renewal, under penalty of perjury. The board runs random audits.
• Records: keep them at least two years from the renewal date. Each record shows the course title, subjects, provider, trainer and their qualifications, completion date and hours.
• Units: one AIA learning unit (LU) counts as one hour. Retired licenses are exempt until they’re reactivated.

Firm registration (COA) and qualifier rules

Engineering firms

No firm license; Organization Record (OR) filing required. California does not license or register engineering businesses and issues no firm number, so no firm authorization is required. But every business offering civil (including structural and geotechnical), electrical or mechanical engineering must keep a current Organization Record (OR) on file with the Board (B&P Code 6738(h)(1)). Since January 1, 2025 the OR must come with documentary evidence (for example a business license, fictitious business name or Secretary of State filings, partnership papers, or redacted tax documents) that a California-licensed civil, electrical or mechanical engineer is an owner, partner or officer in charge of the engineering practice and that all such services are performed by or under the responsible charge of a PE licensed in the right branch (6738(a)(1)-(2), (h)(2)); the Board will not accept an OR without it. There is no fee and no renewal; a new OR must be filed whenever the information changes, with no day count stated. A PE who leaves a business where they were in responsible charge must file a Disassociation Record. An out-of-state firm's California branch needs a California-licensed owner, partner or officer in charge there who is physically present on a regular basis (6738(b)). Section 6738 is set to be repealed on January 1, 2034 (6738(i)).

Architecture firms

California has no firm license or certificate of authorization for architecture. Instead, every licensed architect files a Business Entity Report Form (BERF) naming the business they work through, and updates it within 30 days of any change (B&P 5558). From January 1, 2026 the form can also show whether the architect has management control of the firm’s professional services.

• General corporations: may have owners who aren’t architects, but a licensed architect must be in management control (owner, officer or employee) and responsible for the design work.
• Professional (architectural) corporations: shareholders, officers, directors and professional employees must be licensed.
• LLPs: owned only by architects, with at least one licensed in California.
• LLCs: the board says an LLC may not provide architectural services.
• Responsible control: architectural services must be under the responsible control of a California-licensed architect (B&P 5535.1).

Firms that offer both

There’s no firm registration to hold with either board, so the answer is neither one nor two. The engineering side keeps its Organization Record with BPELSG. The architecture side is covered by each architect’s own Business Entity Report Form with CAB. The two boards are separate, and each handles its own side.

Who can seal drawings in California

California ties sealing to the branch on the license, so a sheet’s discipline has to match what the engineer is licensed in.

• Structural engineers: structural engineer is a title held on top of a civil license. The engineering board says only structural engineers may design public schools and hospitals under the Education and Health and Safety Codes.
• Engineers on architectural work: civil and structural engineers are exempt from the Architects Practice Act to the extent the work is part of their engineering services (B&P 5537.1, 5537.4, 5537.5). The architects board’s guide for building officials says the Act sets no limit on the structures an engineer may design, but an engineer may not use the title architect.
• Schools and hospitals: state school and hospital rules (CCR titles 21 and 22) are stricter, and hospital structural design needs a structural engineer.
• Exempt buildings: anyone may design wood-frame single-family homes, multiple dwellings of up to 4 units and 2 stories plus a basement, their garages, certain farm buildings, and nonstructural alterations (B&P 5537).
• Architect’s stamp: round, 1 to 2 inches across, not embossed. It shows “Licensed Architect”, “State of California”, the architect’s licensed name, license number and renewal date. A typeset renewal date means a new stamp every two years; the date may also be handwritten. Architects stamp and sign plans and specifications they prepare or that are under their responsible control.

Before a set goes out, every sheet has to pass four checks: a California license, the right discipline, a license still active on the issue date, and the firm’s standing. Compare other states on who can seal drawings, by state.

Common mistakes

• Assuming everyone renews on one date. PE renewals are staggered by quarter, and architect dates depend on birth month or month of issue. Read each person’s date from the lookup.
• Skipping the Renewal Assessment because there’s no CE. It’s due within 60 days after expiration, and missing it can lead to discipline.
• Counting general architecture courses. An architect’s 10 hours are 5 in disability access and 5 in zero net carbon design. Other courses don’t cover them.
• Letting a Business Entity Report Form go stale. Each architect must update it within 30 days after the firm changes.
• Forgetting the Organization Record after a change. When the engineer in charge leaves or the firm’s details change, refile it.
• Setting up an LLC for architecture. The board says LLCs may not provide architectural services.
