Which one fits

You want someone to file for you. Harbor Compliance offers a managed service that prepares and files COA applications. SealBench, and a tracker generally, doesn’t file anything.
You track many kinds of expiring documents. A general tool like Remindax, or ExpiryEdge (email, SMS, WhatsApp, Slack and Teams reminders; plans from $290 to $1,990 a year per account; 14-day free trial), covers insurance, contracts and permits as well as licenses.
You are one engineer tracking your own PDH. NCEES CPC Tracking is free for engineers and surveyors with a MyNCEES account. SealBench tracks one license free.
You want a design-professional license tracker with board imports. PE License Pro lists license import from state boards in most states and NCEES CPC import.

What SealBench does that a tracker usually doesn’t

Set Check. Set Check takes one permit set in one state and gives each sheet a suggested sealer, or the reason nobody on your roster can seal it: a license in the project’s state, the right discipline, a license still active on the issue date, and the firm’s COA. Architectural sheets need an architect. The answer is saved as a dated PDF record.
COA and qualifier links. Each firm COA knows the people it depends on, and is flagged when one leaves or their license lapses.
One price per licensed person. $12 a month for each licensed person, however many states they’re licensed in, billed for at least 3. Office staff who aren’t licensed sign in free.
Your spreadsheet as it is. Bring the license spreadsheet you already keep, as it is. SealBench finds the header row under title rows, reads two-row headers and merged cells, and understands one row per license, a column per state, or a tab per state or per person. Every row is saved, held for a look with the reason, or skipped with the reason, and nothing is saved until you review the changes and confirm.

When a spreadsheet is enough

If your firm works in one state, has a handful of engineers and one person who reliably checks the sheet every month, a spreadsheet can do the job; here is a free template. It stops working when the firm spans states: each new state adds its own dates, CE totals, required topics and firm rules (37 jurisdictions in our data expect an engineering firm to register, and 21 require ethics hours), and “can this person seal this sheet in this state on this date for this firm” takes four lookups a spreadsheet can’t combine.
