Kansas PE and architect license renewal: what firms need to track

If your firm has engineers or architects licensed in Kansas, you track three kinds of dates: each person’s license expiration, the end of each person’s CE period, and the firm’s own registration. One board, the Kansas State Board of Technical Professions, licenses both engineers and architects in Kansas.

PE license renewal in Kansas

PE licenses renew every two years by April 30; last names A to L renew in even years and M to Z in odd years.

The board: Kansas State Board of Technical Professions. Look up each engineer’s current expiration date on the board’s license lookup rather than trusting the date on an old spreadsheet.

PE continuing education (PDH)

• Hours: 30 PDH every two years. Biennial, staggered by last name. PE licenses expire April 30. Last names A through L renew in even-numbered years; M through Z in odd-numbered years. CE is counted over the two years immediately before the renewal date.
• Also required: At least 24 of the 30 CEUs must relate to health, safety, property and welfare (technical and professional subjects that safeguard the public, per K.A.R. 66-14-3(a)(9)). No ethics or Kansas-law hours are required.
• Limits on some activities: self-directed study (at most 5) and papers and publications (at most 10) hours.
• Carryover: Up to 15 HSPW CEUs above the requirement may carry into the next renewal period. If carryover is claimed, the prior period's audit form and records must also be submitted when audited (guidelines).
• New licensees: Exempt at the first renewal, but the licensee must submit an application to the board documenting that this is the first renewal.
• Records: Keep the CE log and supporting documents for at least 4 years and give a copy to the board on request.
• Reporting: Licensee signs a statement at renewal that the requirement is met. Licensees selected for audit must submit proof (Continuing Education Audit Report Form and attendance records). NCEES CPC reports are accepted as attendance records (guidelines).

Architect license renewal and CE in Kansas

The architect rules on this page come from our rule tables and haven’t been checked against the architecture board’s rules yet. Check with the board before you rely on them.

Individual architects: biennial, June 30; A-L even years, M-Z odd years. Firms (Certificates of Authorization): biennial, December 31; entity names A-L even years, M-Z odd years. The board: Kansas State Board of Technical Professions. Our data has no link to an architect license lookup, so ask the board how to confirm a date.

• Hours: 30 hours every two years, at least 24 in health, safety and welfare (HSW) topics. Two years immediately before the June 30 biennial renewal date (surname-staggered)
• Also required: Max 10 HSPW CEUs in any 24-hour period.
• Carryover: Up to 15 HSPW CEUs may carry into the next renewal period (K.A.R. 66-14-1).
• New licensees: Licensees renewing for the first time are exempt (K.A.R. 66-14-6).
• Records: Keep a log and supporting documents (certificates, sign-in sheets) for at least four years; provide to the board on request (K.A.R. 66-14-7).
• Units: An AIA learning unit (LU) is one hour.

Firm registration (COA) and qualifier rules

Engineering firms

A firm offering engineering in Kansas needs a firm credential from the board: Certificate of authorization (COA). A business entity (corporation, LLC, LLP, partnership or similar) must get a certificate of authorization before doing business; sole proprietors are not listed as business entities and the board says they are exempt (not yet confirmed). One or more principals (officer, director, LLC member or partner) must be designated in responsible charge, hold a Kansas license, and be a regular employee and active participant. Each Kansas office needs a licensee regularly supervising it. A change of principal must be reported within 30 days.

Architecture firms

A firm offering architecture needs a firm credential: Certificate of Authorization. A business entity organized to practice one or more technical professions (architecture, engineering, surveying, landscape architecture, geology) needs a Certificate of Authorization from the joint board (K.S.A. 74-7036). One or more principals must be designated in responsible charge; each must be licensed by the board and a regular employee and active participant in the entity. Each Kansas office must have a licensed professional regularly supervising its work, except construction-administration-only offices. A change of any principal must be reported to the board within 30 days. No ownership percentage rule was found.

Whether the principal must hold the architect license specifically when architecture is offered was not confirmed in the text read.

Firm renewal: Biennial, expiring December 31; entity names A-L in even years, M-Z in odd years (K.A.R. 66-6-6).

Firms that offer both

Kansas has one joint Board of Technical Professions. K.S.A. 74-7036 issues one Certificate of Authorization to an entity organized for 'one or more of the technical professions', so an A/E firm holds one certificate.

Who can seal drawings in Kansas

Kansas issues a PE license without limiting it by discipline; engineers seal only work within their competence, which your firm judges. Kansas has no separate structural engineer license in its technical professions statutes (not yet confirmed).

Our data doesn’t record whether an engineer may seal architectural sheets in Kansas, so ask the architecture board. Joint board, but the text read does not say whether a licensed engineer may practice architecture. K.S.A. 74-7031 lets anyone design buildings with no more than two dwelling units in one structure, agricultural buildings, and certain nonstructural storefront/interior alterations. A general small-commercial exemption was not found.

Before a set goes out, every sheet has to pass four checks: a Kansas license, the right discipline, a license still active on the issue date, and the firm’s registration. Compare Kansas with other states on who can seal drawings, by state.

Common mistakes

• Treating an engineer’s license as the firm’s. A licensed PE can’t make up for a missing certificate of authorization (COA). In Kansas the firm needs its own before it offers engineering, and the four sheet checks fail without it.
• Losing the firm’s qualifying engineer without noticing. If the person the firm’s registration depends on leaves, the registration can be at risk. Our data doesn’t record a replacement deadline for Kansas, so ask the board. See what to do the day someone gives notice.
• Assuming every engineer renews on the same date. Kansas doesn’t use one statewide date for everyone. PE licenses renew every two years by April 30; last names A to L renew in even years and M to Z in odd years. Read each person’s date from the board’s lookup.
• Forgetting the 24 hours in health, safety, property and welfare subjects. At least 24 of the 30 CEUs must relate to health, safety, property and welfare (technical and professional subjects that safeguard the public, per K.A.R. 66-14-3(a)(9)). No ethics or Kansas-law hours are required.
